In 2025, an American AI company, Anthropic, discovered that a team linked to the Chinese government was using its very own technology to attack 30 targets, including technology companies, financial institutions, and critical infrastructure in the West. And all of this with very little direct human involvement. This was the first espionage operation orchestrated by AI agents, but it is only the beginning. A few months later, Anthropic again announced that its most advanced model had independently found flaws in all major operating systems and browsers. If these tools were to fall into the wrong hands—criminal groups, terrorists, or unscrupulous governments—no system in the world would be truly safe. Until recently, we thought of cyberattacks as slow-paced operations, orchestrated by teams of skilled hackers who had to remain hidden for months. Now, however, we need to imagine autonomous agents capable of operating without human control, launching cyber campaigns continuously, and infiltrating places that no expert could reach on their own. What used to be the limit—effort, time, the risk of being caught—now disappears. Not only are AI agents faster, but they can also become unmanageable: once launched, they could escape the control of their creators, pursue their own missions, hide within legitimate data streams, and reactivate when you least expect it. The history of cyberattacks is full of episodes that have become legendary: the Morris worm in 1988, which crippled 10% of the computers connected to the internet; Stuxnet, which sabotaged Iranian nuclear centrifuges; NotPetya, which in 2017 caused billions of dollars in damage, even targeting Russian companies, i.e., “friendly fire.” But all these cases had one thing in common: behind them were human beings who had to make choices, adapt, and decide when to stop. AI agents, on the other hand, might never stop, and once they're out of the bottle, you can't put them back in. One detail that gives pause for thought: By 2025, autonomous cyber agents have already demonstrated that they can do in minutes what takes an expert hours, and they are nearing the point where they can target critical sectors, lie dormant for months, and then launch devastating attacks without any warning. And it's not just a matter of technology: defense systems are already struggling. In the U.S., the CISA – the agency that is supposed to protect the most sensitive infrastructure – has lost a third of its staff following the 2025 budget cuts. Meanwhile, municipal communication networks, hospitals, and essential services are struggling with outdated systems and limited funds for security. A concrete example: In 2021, the Colonial Pipeline ransomware attack shut down America’s largest oil pipeline, forcing President Biden to declare a state of emergency. And that was an “old-school” attack, nothing compared to the power of AI agents. Today, the real challenge is to keep up: we need defenses that react faster than the attackers, and collaboration between governments, companies, AI labs, and cloud providers to share information in real time. We also need to change the rules: the international treaties governing “cyber warfare” are designed for human operations, not for agents acting on their own, perhaps without the knowledge of the governments themselves. It's like giving the keys to a missile to a robot and then hoping it doesn't decide to launch it on its own. What solution do the experts propose? An agreement between the United States and China to ban autonomous attacks on critical infrastructure, rules for reporting major incidents, and shared tools to manage crises before they escalate. But the real problem is that criminals and non-state actors will never abide by these agreements, and attribution—i.e., determining who launched an AI agent—will become increasingly difficult. Therefore, the real defense will lie in ongoing collaboration and rapid response, rather than in written rules.
