What makes sharp power so effective—and so dangerous—is its invisibility. Today, these forms of power rarely act alone. They blend and blur—economic initiatives that combine soft, hard, and sharp tactics; information campaigns that use both attraction and deception. This tangled web poses a daunting challenge for liberal democracies, which may still command military and cultural influence but are increasingly vulnerable to manipulation. The temptation to fight fire with fire—to counter manipulation with more manipulation—threatens the very values these societies strive to uphold.
